I tried to set up my laptop to stream its webcam to the internet.
I was able to get it to work without many issues at all and I am going otget a webcam for a Desktop Linux system that i will evenutaly use to watch my living room.
http://www.videolan.org/vlc/
I will take some screen shots and upload them soon.
Bascially I used the VLC that came installled with Ubuntu 8.1 when you click the [MEDIA]

Then [Streaming or Ctr-S]
From there Pick the tab Capture Device (NOTE: Basically how I understand this you can stream files, DVD's ... pretty cool stuff will have to try these out as well. In this case we ae streaming a WebCam)
Click the [Stream] at the bottom

Pick HTTP
- Put in the current PC's IP
- Adjust the Port
- I believe there are options to select a fake file but I have not sorted it out yet.
- I also Select [Play Local]
- Profile: I have been using windows asf/wmv since I would be using a windows to see if it worked.
That is it click steam and it worked for me.

You should be able to see your self to confirm the web cam is working.
